Florence is the Chief Human Resources Officer (CHRO) at the Consortium for Clinical Research and Innovation, Singapore (CRIS) where she manages the full spectrum of HR functions encompassing key areas like strategic manpower planning, talent acquisition, performance management, compensation and benefits, talent management, employee engagement and learning development. She also strengthens and synergises the HR frameworks of CRIS’s five entities under a common management and governance structure, and partners stakeholders in developing CRIS’ manpower capabilities aligned with evolving trends in the healthcare and biomedical sciences landscape. Crucially, she further fuels workforce collaborations with MOH and MOH Holdings, the public healthcare clusters and agencies to foster a culture of cooperation and the exchange of HR best practices in the industry. As part of the CRIS leadership team, she also contributes to the overall strategic planning for the organisation.

Florence brings over 20 years of broad HR management experience in both the public and private sectors. She previously served as the HR Director at the Civil Aviation Authority of Singapore (CAAS) where she led the HR Centre of Excellence and business partnering teams, covering the full spectrum of HR functions including talent development and management, succession planning, compensation, employee engagement and HR operations. With employer branding efforts under her leadership, CAAS sustained industry recognition as the “Universum Top 100 employer of Choice” and “Straits Times Best Employer” awards during her tenure.

Prior to CAAS, Florence also held HR lead roles at BP Singapore, Marsh and McLennan/ Mercer, Citibank, Global Yellow Pages, Singapore Workforce Development Agency (WDA) and Ministry of Manpower (MOM).
